Isaiah 9:21 Manasseh devours Ephraim, and Ephraim devours Manasseh; together they are against Judah. For all this His anger has not turned away, and His hand is stretched out still.
Mansseh and Ephraim are the two sons of Joseph; the names are used here to represent their two tribes - tribes that should be as close as brothers, yet they are fighting each other. In fact, the only thing they can agree on is that together they fight against Judah, another of the twelve tribes of Israel. And so God's hand of wrath is stil raised up, because His people are destroying each other.
We might see the same happening between different churches as they compete for each other's members and disagree over doctrine and practice, criticising each other's leaders and teachings in public. And so God's hand of wrath is stil raised up and none of the churches makes much progress with the real work of the kingdom: spreading the gospel and inviting people to follow Jesus.
