Luke 21:3 And He said, "Truly, I tell you, this poor widow has put in more than all of them.
As He is going on to say in the next verse, the rich gave from their plenty, from their surplus, that they could well afford. She gave out of her poverty, everything that she had, that she could not afford - but gave anyway. In God's eyes, trusting Him and giving - so to speak - our last farthing, is more precious and important to Him, even if the sums involved might seem trivial, because they come with and out of relationship, trust and faith.
God could easily fund any and every project that He wants carried out in His kingdom. He often does, although the process isn't always obvious. He owns "the cattle on a thousand hills" (Psalm 50:10).
But His delight is when we work with Him, give in faith and allow Him to multiply the gift by our faith and so have enough and to spare.
