Proverbs 1:7

Proverbs 1:7 The fear of the LORD is the beginning of knowledge; fools despise wisdom and instruction.

Here is the start and end of the matter. Being in fear - and the Bble doesn't mean being afraid of God, but in awe of Him, respecting Him and recognising His absolute character - of God is where wisdom is to be found. He teaches us wisdom and shares His knowledge with us as we honour Him and serve Him.

The second phrase in the text desrcibes those who reject God's wisdom and that position of respect and awe towards Him. There are plenty of them about. Not only have they rejected His wisdom and instruction but, by so doing, they have advertised themselves to the world as fools becasue they have turned away from the only true source of both.

Look around you and you can easily see what the Bible means - people are easy to spot; you can quickly tell whether they have true wisdom and grace.
